Returning to Singapore with Your Dog or Cat After a Holiday: What AVS Requires

Taking your Singapore-based pet abroad for a holiday? Here is what you need to prepare before leaving and what happens when you return through CAPQ, including re-import schedule implications.

Taking your dog or cat abroad for a holiday seems simple enough. But from Singapore's regulatory perspective, bringing your pet back is treated as a new import from the country you visited. The schedule that applies on re-entry depends on where your pet has been, not where it lived before.

If you visit a Schedule I country (Australia, UK, New Zealand, Ireland), the re-entry process is relatively simple. If your pet spends time in a Schedule III country, you are looking at a mandatory 30-day quarantine at the Animal Quarantine Centre on return.

Before You Leave Singapore: Export Requirements

Leaving Singapore with your pet requires an export licence, even for a temporary holiday. This is not optional.

Steps before departure:

  1. Apply for an export licence via the GoBusiness Licensing Portal. Fee: S$50 (normal, 2 working days) or S$100 (express, 1 working day). The licence is valid for 90 days. Apply 2 to 3 weeks before departure.

  2. Check destination country requirements. The country you are visiting has its own import requirements for pets. Some countries require titre tests, specific vaccinations, or health certificates. Research the destination country's pet import rules well in advance.

  3. Book a CAPQ pre-export inspection if required by your destination. At least 5 days before departure, via NParks e-services.

  4. Get a veterinary health certificate if required by the destination country. The certificate is typically valid for 7 to 10 days from issue (confirm the validity period with the destination country's authority).

  5. Talk to your airline. Most airlines require health certificates and have crate specifications. Confirm your pet's travel arrangements before booking.

What Determines the Re-Entry Schedule

When your pet returns to Singapore, AVS classifies the re-import based on the country your pet is coming from at the time of return, not the country they originated from or where they usually live.

The practical implication:

If your pet has a valid titre test result on file from their original Singapore import (and the result is still within the 12-month validity window), a short visit to a Schedule II country may not require repeating the full titre test. But this depends on the specific conditions and timing. Confirm with AVS or your CAPQ agent before you travel.

If your pet visits a Schedule III country even briefly, a mandatory 30-day quarantine applies on return, regardless of how long they were away.


Re-Entry Documentation

When returning to Singapore, your pet needs:

For Schedule I re-entry:

  • AVS import licence (your CAPQ agent applies for this)
  • Veterinary health certificate (issued in the destination country within 7 days of departure back to Singapore)
  • Singapore Customs GST permit

For Schedule II re-entry:

  • All of the above
  • Titre test result (≥0.5 IU/mL) from an approved laboratory, if not already on file or if the previous result has expired
  • 90-day wait since blood was drawn must be complete

For Schedule III re-entry:

  • All documentation requirements
  • Pre-booked quarantine space at the AQC via AVS's Quarantine Management System (QMS)
  • 30-day mandatory quarantine at the AQC on return

From April 2026, all CAPQ clearances on re-entry require an AVS-recognised agent. Your pet cannot return through CAPQ without one.


Planning a Pet-Friendly Holiday from Singapore

The most practical destinations for a holiday with your pet are those in Schedule I or Schedule II that do not add significant quarantine complications on re-entry.

Lower-complication destinations:

  • Australia, New Zealand, UK, Ireland (Schedule I for Singapore): Re-entry is simpler and no quarantine applies in standard cases. However, these countries have their own pet import rules for entry, and Australia in particular requires titre tests and a waiting period to bring a pet in.

Moderate-complication destinations (Schedule II):

  • Japan, Hong Kong SAR, most of Western Europe: No quarantine on return, but titre test documentation must be current if the original titre test result has expired.

High-complication destinations (Schedule III, avoid for holidays):

  • Malaysia, Thailand, Indonesia, India, and most of the rest of Asia and the world: A 30-day quarantine applies on return to Singapore regardless of the length of your trip. Taking your pet to visit family in Malaysia for a week means 30 days in the AQC when you come back. This is rarely worth it for a short holiday.

The Malaysia Specific Case

Malaysia is one of the most common travel destinations from Singapore. But for pets, it is one of the most complicated.

Malaysia is Schedule III. A visit of any length to Malaysia with your pet means a 30-day AQC quarantine when returning to Singapore. For this reason, most pet owners in Singapore do not bring their pets to Malaysia, even for a long weekend.

  • The export requirements for leaving Singapore
  • The destination country's import requirements for entry
  • The re-entry schedule and documentation requirements for returning to Singapore
  • Whether your pet's current titre test result will still be valid on return

I am visiting family in the UK for 3 weeks and want to bring my dog. Is this manageable? Yes, but you need to plan the UK's import requirements in advance. The UK requires a microchip, rabies vaccination, and a pet health certificate, among other things. The return to Singapore from a Schedule I country is simpler, with no titre test required and no quarantine in standard cases. Contact your CAPQ agent well before departure to coordinate both the UK entry requirements and the Singapore re-entry.

My cat lived in Thailand before I moved to Singapore. Now I want to visit Thailand with her. What happens when we come back? Thailand is Schedule III. Any time spent in Thailand means a 30-day AQC quarantine on return to Singapore. Unless the visit is essential, most vets and agents advise against taking Singapore-resident pets to Schedule III countries for holidays.

Does my pet's Singapore licence need to be updated when I travel? Your PALS licence does not need to be suspended or modified for a short international trip. Keep the licence active. Just make sure you follow the export and re-entry process with AVS.
