French pet owners frequently assume their EU pet passport simplifies the process. It does not. The EU pet passport is not accepted by Singapore and a separate health certificate is required for every import, regardless of how comprehensive the EU passport documentation is.

EU Pet Passport: Not Valid for Singapore

Singapore does not recognise the EU pet passport as a health certificate or as proof of import eligibility. When you bring your pet from France to Singapore, the EU pet passport is useful only as a reference document for the vet who issues the Singapore-format health certificate.

You need a separate veterinary health certificate for the Singapore import, issued by a French licensed vet and endorsed by a French government official veterinarian (vétérinaire officiel / Direction Départementale de la Protection des Populations — DDPP).

Allow time for the DDPP endorsement appointment within the 7-day validity window of the health certificate.

Titre Test Laboratories in France

France has WOAH-accredited laboratories that can conduct rabies serology testing (FAVN or equivalent). Verify the current approved list at avs.nparks.gov.sg before submitting the blood sample.

The result must show:

  • Your pet's microchip number
  • Date of blood draw
  • Laboratory name and accreditation
  • Titre result in IU/mL (must be ≥0.5 IU/mL)

If the titre result fails: The vaccination must be repeated and the blood draw repeated. The 90-day wait restarts from the new draw date.


Home Quarantine

Home quarantine applies on arrival in Singapore if:

  • Your pet arrives more than 5 days after you enter Singapore, or
  • Your pet has been in your care for less than 6 months

If triggered: your agent applies for home quarantine approval at least 4 weeks before arrival. Cost is S$29 per animal per day (S$290 for the full 10-day period), paid upfront.

My cat is up to date on EU vaccination records. Do I still need a separate titre test? Yes. Schedule II classification requires a titre test regardless of existing vaccination records. The titre test confirms adequate immune response, not just that a vaccination was given.

How do I find a DDPP office near me in France? Each département has a DDPP (Direction Départementale de la Protection des Populations). Search for the DDPP in your département on the French government's official website (service-public.fr). Book the government endorsement appointment well in advance of your travel date.

Can I use a titre test result that was done for EU travel? Only if it was conducted at a WOAH-approved laboratory and the result is ≥0.5 IU/mL with the correct chip number recorded. The result must also still be within the 12-month validity window. Confirm with your agent before assuming an existing result is usable.

My partner already moved to Singapore 3 months ago. When should my pet arrive? As long as you and your pet arrive within 5 days of each other (or your pet arrives before or shortly after you), the home quarantine trigger does not apply. If your pet will arrive more than 5 days after you, home quarantine applies.
