Importing to Singapore

Bringing Your Dog or Cat to Singapore from Canada: Schedule II Requirements 2026

Canada is Schedule II for Singapore pet imports. The process requires a titre test, 90-day wait, and CAPQ clearance via an AVS-recognised agent. Here is what Canadian pet owners need to do and when.

Pawsport Express

Canada is classified as Schedule II by Singapore's Animal and Veterinary Service. Moving from Canada to Singapore with your dog or cat requires a rabies titre test, a 90-day waiting period from the blood draw date, and CAPQ clearance via an AVS-recognised agent from April 2026.

The process is well-established for Canadian routes, and WOAH-approved laboratories in Canada can run the required titre test. Give yourself at least 5–6 months from when you start the process to when your pet arrives in Singapore.

All requirements on this page are sourced from official AVS/NParks information at avs.nparks.gov.sg. Verify current guidelines before proceeding.

Titre Test Laboratories in Canada

Singapore accepts rabies titre test results from WOAH-approved laboratories. For Canada, Prairie Diagnostic Services (PDS) at the University of Saskatchewan is a WOAH-accredited facility that handles FAVN (Fluorescent Antibody Virus Neutralisation) testing.

Verify the current approved laboratory list at avs.nparks.gov.sg before submitting the blood sample. Your Canadian vet handles blood sampling and coordinates submission.

The result must include:

  • Your pet's microchip number
  • Date of blood draw
  • Lab name and accreditation
  • Titre level in IU/mL (must be ≥0.5 IU/mL)

If the result is below 0.5 IU/mL: Re-vaccinate and repeat the blood draw. The 90-day clock restarts from the new draw date.

Health Certificate and Government Endorsement

The veterinary health certificate must be completed by a Canadian-licensed vet. Check with your CAPQ agent whether a Canadian Food Inspection Agency (CFIA) endorsement is required for the Singapore route.

For some countries, the health certificate must be endorsed by CFIA's veterinary staff before Singapore will accept it. This adds processing time. Confirm the requirement with your agent before the vet appointment, and allow time for CFIA endorsement within the 7-day certificate validity window.

Microchip Note

Canada uses ISO 11784/11785 chips for most registered pets. However, some older pets or pets registered in certain provinces may have non-ISO chips. Confirm your pet's chip standard with your vet. If the chip is non-ISO, re-chipping before starting the vaccination sequence is advisable.

Home Quarantine

Home quarantine may apply if your pet arrives more than 5 days after you enter Singapore, or if your pet has been in your care for less than 6 months.

If triggered: your agent applies for home quarantine approval at least 4 weeks before arrival. Cost: S$29 per animal per day (S$290 for the full 10-day period), paid upfront.

Frequently Asked Questions

Is there a titre test lab in Quebec or Ontario? Prairie Diagnostic Services (PDS) in Saskatchewan accepts samples from across Canada. Your vet submits the blood sample by courier. Some larger university veterinary labs in eastern Canada may also offer this testing. Verify any lab's WOAH approval status before using.

My dog was vaccinated against rabies by a Canadian vet 2 years ago. Can I start from the blood draw step? Not necessarily. The titre test must be drawn after a rabies vaccination that was given after a confirmed readable microchip. If the old vaccination records show the chip number was recorded at the time of vaccination, the existing vaccination record may be used — confirm with your agent. If in doubt, re-vaccinate and draw blood after 28 days.

Does Canada's cold climate affect the timing of the blood draw? No. The rabies titre test timing rules are fixed regardless of climate. What matters is the calendar date of the blood draw and the 90-day count from that date.

I have a cat and a dog. Can I import them together? Yes, but each animal requires individual documentation: separate microchip numbers, separate titre tests, separate health certificates, and separate import licences. Your agent handles both together; confirm the scope before engaging.
