Australia falls under Schedule I for Singapore pet imports, which puts it in the fastest and simplest category. There is no rabies titre test, no mandatory quarantine in standard cases, and the timeline runs at 1 to 2 months rather than the 4 to 6 months that Schedule II countries require.
That said, simplified does not mean hands-off. Health certificate timing, the mandatory CAPQ agent requirement, and the import licence application each have fixed rules that can push your travel date back if you miss them.
All requirements on this page are based on official AVS/NParks conditions. Verify current guidelines at avs.nparks.gov.sg before proceeding.
What Schedule I Means for Australian Pet Owners
Singapore classifies countries by rabies risk. Australia, along with New Zealand, the UK, and the Republic of Ireland, sits in Schedule I because of its rabies-free status. The practical effect:
| Requirement | Schedule I (Australia) | Schedule II (USA, Japan, etc.) |
|---|---|---|
| Rabies titre test | Not required | Required |
| 90-day waiting period | Not required | Required |
| Rabies vaccination | Not required for AVS purposes | Required |
| Minimum timeline | 1 to 2 months | 4 to 6 months |
| CAPQ agent (from April 2026) | Required | Required |
The major time savings come from skipping the titre test and the 90-day wait. If you are moving from the US to Singapore via Australia, note that your pet's schedule is based on the country of export (where the pet currently lives), not your nationality.
Before You Start: Two Things to Check
1. Is your breed permitted?
Singapore prohibits the import of specific breeds entirely: all Pit Bull types (American Pit Bull Terrier, American Staffordshire Terrier, Staffordshire Bull Terrier, American Bulldog), Akita, Boerboel, Dogo Argentino, Fila Brasileiro, Neapolitan Mastiff, Tosa, Perro de Presa Canario, and any crossbreeds of the above. No exemptions apply regardless of temperament or documentation.
If you own a brachycephalic breed (French Bulldog, Pug, Boston Terrier, English Bulldog, Persian cat), Singapore permits entry but airlines impose their own restrictions. Many carriers require a vet fitness certificate and some will not carry flat-faced breeds on certain routes. Check with your airline's cargo or live animal desk well before booking.
2. Is your microchip ISO-compliant?
Australian pets are generally microchipped, but older chips may not meet Singapore's standard. Your pet needs an ISO 11784/11785-compliant 15-digit microchip (134.2 kHz). If your pet has a 10-digit chip or an older format, you will either need to carry a compatible reader or have a second compliant chip implanted.
Step-by-Step: Importing from Australia to Singapore
Step 1: Confirm and Record Your Pet's Microchip
When: As early as possible.
Have your vet scan and confirm the microchip number. Request a written record showing the 15-digit number. All subsequent documentation (vaccination records, health certificates, import permits) must reference this number consistently.
If your dog or cat does not yet have a microchip, have one implanted by a licensed vet. The chip must be implanted before any documentation is created for this import.
Step 2: Appoint an AVS-Recognised CAPQ Agent
When: At least 6 to 8 weeks before travel.
From 1 April 2026, only AVS-recognised pet agents may handle import clearance procedures at CAPQ (the Centre for Animal and Pharmaceutical Quality at Changi Airport). Pet owners can no longer access the Changi Airfreight Centre themselves for this process.
Your agent will:
- Apply for the AVS import licence on your behalf via the PALS portal
- Review your documentation before travel
- Meet your pet at Changi on arrival day
- Handle microchip verification and document inspection at CAPQ
- Transfer your pet to a rigid IATA-compliant crate if needed
- Arrange transport from CAPQ to your home
The official list of AVS-recognised agents is available at avs.nparks.gov.sg. Appoint your agent before your travel date is finalised so they can align the import licence application and CAPQ appointment with your arrival flight.
Step 3: Apply for the AVS Import Licence
When: Well before travel. The licence is valid for 90 days from issue.
Your agent applies via the PALS portal (pals.avs.gov.sg) on your behalf. The personal import licence fee is S$50 (normal processing: 2 working days) or S$100 (express: 1 working day). Plan the timing so the licence remains valid on your pet's arrival date.
Step 4: Veterinary Health Certificate
When: No more than 7 days before your pet's departure from Australia.
A government-authorised veterinarian issues an official Veterinary Health Certificate confirming:
- Your pet's microchip number
- Fitness for air travel
- Compliance with Singapore's import conditions for Schedule I animals
Seven days is a tighter window than most people expect. Do not book this appointment until your flight date is confirmed. If your flight moves and the certificate expires, you will need a new one.
Your CAPQ agent can advise on the exact certificate format Singapore requires and may coordinate with your Australian vet to avoid formatting issues.
Step 5: Singapore Customs GST Permit
Before arrival, a Singapore Customs In-Payment (GST) permit must be obtained via the TradeNet system. Your agent typically handles this as part of their service. Confirm this with your agent when appointing them.
Step 6: CAPQ Clearance at Changi Airport
On the day: Your agent handles everything at Changi.
CAPQ operating hours from 1 April 2026:
- Monday and Tuesday: 9:00am to 5:00pm (closed 1:00pm to 2:00pm)
- Wednesday to Friday: 9:00am to 8:00pm (closed 1:00pm to 2:00pm)
- Saturday, Sunday, and public holidays: closed
Your pet's arrival flight must land at a time that allows CAPQ clearance within the same business day. Talk through flight options with your agent before booking; a flight landing at 7pm on a Tuesday would miss the clearance window.
At CAPQ, your agent will:
- Verify your pet's microchip against the import licence
- Inspect all documents
- Transfer your pet to a rigid IATA-compliant crate if they flew in a soft carrier
- Release your pet to transport home after clearance is complete
Will Your Pet Need to Quarantine?
For most Schedule I imports from Australia, no quarantine applies on arrival, provided all documents are in order.
Home quarantine can still be triggered in two situations:
- Your pet arrives in Singapore more than 5 days after you entered Singapore
- Your pet has been in your care for less than 6 months (for example, a recently adopted dog)
If home quarantine applies, you must apply for approval at least 4 weeks before arrival. AVS monitors compliance using a smart collar tag at S$29 per animal per day (S$290 for the 10-day period), paid upfront.
For most Australians relocating to Singapore with an established pet, neither trigger applies and home quarantine is not required.

Frequently Asked Questions
Does my Australian-vaccinated dog need a rabies vaccination for Singapore? AVS does not require a rabies vaccination for Schedule I imports. Your Australian vet may recommend one independently, but it is not a condition of Singapore's import requirements.
Can I be present at CAPQ when my pet arrives? From April 2026, no. Pet owners cannot enter the Changi Airfreight Centre where CAPQ is located. Only your AVS-recognised agent can handle the clearance process on your behalf.
My dog flew in-cabin from Sydney. Does that affect CAPQ clearance? No. Whether your pet travels as excess baggage or manifested cargo, CAPQ clearance procedures are the same. If your pet arrived in a soft carrier, your agent will transfer them to a rigid IATA crate at CAPQ.
What if my pet arrives on a Saturday or public holiday? CAPQ is closed on Saturdays, Sundays, and public holidays from April 2026. A pet arriving outside operating hours cannot be cleared until the next working day. Talk to your agent about holding arrangements if this is unavoidable.
